Policy Communication Component
Project: Environmental Damage Assessment (EDA) Project, UNDP Ukraine

1. Background
The Environmental Damage Assessment (EDA) Project implemented by UNDP Ukraine focuses on strengthening institutional capacity, developing methodologies, and supporting legislative alignment with EU standards in the field of environmental damage assessment.
The project includes key components such as:
- establishment of the Coordination Centre
- development of methodologies for environmental damage assessment
- stakeholder engagement and training activities
- analytical studies and legislative recommendations
While the project generates substantial technical and analytical outputs, there is a need to ensure their effective translation into accessible formats for policymakers, stakeholders, and the general public.
2. Objective
The objective of this assignment is to establish a Policy Communication Component that enhances the accessibility, understanding, and practical uptake of project outputs through structured analytical communication aligned with EU standards.
3. Scope of Work
The Contractor will provide policy-oriented communication support structured around the following components:
3.1 Policy Translation
- Transform technical reports, methodologies, and analytical outputs into accessible policy-oriented content
- Provide interpretation of EU directives and their relevance to Ukraine
3.2 Parliamentary Support
- Develop analytical briefs for parliamentary committees
- Prepare position-oriented materials for policymakers
- Support evidence-based legislative discussions
3.3 Communication of Project Activities
- Provide structured communication support for project events (trainings, conferences, presentations)
- Develop analytical summaries of Coordination Centre meetings and project outputs
3.4 Public Awareness and Outreach
- Develop accessible materials explaining environmental damage and its implications
- Support public understanding and engagement
- Contribute to transparency and trust-building

5. Duration
The initial assignment is proposed as a pilot phase of 3 months, with the possibility of extension based on performance and project needs.
6. Reporting and Coordination
The Contractor will report to:
- UNDP Project Manager (EDA Project)
- or designated UNDP communication / project focal point
Coordination will be ensured with:
- State Environmental Inspectorate of Ukraine
- Ministry of Environmental Protection
- relevant stakeholders
7. Institutional Arrangement
The assignment will be implemented through a hybrid model:
- ndu.kr.ua — analytical and editorial platform responsible for content development
- NGO “Нацдорякість” — coordination, implementation, and stakeholder engagement
All outputs will be developed in alignment with UNDP standards, ensuring neutrality, accuracy, and non-political positioning.
8. Required Qualifications
The implementing team should demonstrate:
- Proven experience in policy-oriented analytical writing
- Experience in working with public sector institutions or international projects
- Understanding of EU environmental policy frameworks
- Strong communication and stakeholder engagement skills
- Ability to translate complex technical content into accessible formats
